A Brief History

COPE, Incorporated is a woman-owned, small business headquartered in Washington DC. COPE's Workplace Consultation, Employee Assistance and Wellness services are designed to improve workplace productivity by removing the barriers that prevent people from doing their best.

Founded in 1978 by Don Phillips and Harry Older, two of the industry’s original occupational program consultants (the "Thundering 100"), COPE partners with companies to provide effective, targeted solutions to the health, work and personal concerns of employees at every level of the organization.

We work with a variety of clients - from government agencies to single-owner enterprises - on matters as diverse as human resource policy, labor relations, and crisis management. Our job is to assist you in developing your most valuable asset - your people.
